Jeffrey Schouten
HANC Director

Jeffrey Schouten, MD, AAHIVS, Attorney at Law is the HANC Director and provides leadership and strategic direction for all of the cross-network coordination activities that the HANC project encompasses. The Director works closely with the Network Leaders and DAIDS to develop and implement strategies to coordinate activities and optimize collaboration between the networks and DAIDS and other funding and operational partners. 

Jeff has been the HANC Director since September 2008.  He is a former general surgeon with a focus on surgical oncology. He has been involved in HIV clinical research and HIV primary care for more than a decade. He is also a clinical investigator at the University of Washington AIDS Clinical Trials Unit. Jeff is an attorney with a strong interest in HIV public policy.

Amy Ragsdale
HANC Special Projects Coordinator

Amy Ragsdale is the HANC Special Projects Coordinator and the primary point of contact at HANC for Behavioral Science, Communications, Data Management, and Financial Disclosure matters.  As Special Projects Coordinator, Amy provides administrative and project management support for many special projects across the areas of coordination including communications and strategic planning. 

Amy brings extensive experience in marketing, communications, event production, and strategic planning.   She spent many years in the field of arts management and physical theater performance.   In 2001, Amy received her MA in Philosophy from Katholieke Universiteit Leuven.

Christie Villa
HANC Training, Evaluation and Site Management and Clinical Trial Logistics Coordinator

Christie Villa joined the HANC team in July of 2006 taking on the role of the HANC Training and Evaluation Project Coordinator.  Recently, she has expanded her role into the area of site management and clinical trial logistics and has become certified in the Clinical Trials Program at the University of Washington.  Across these 3 areas of coordination she provides administrative and project management support working very closely with various collaborative partners.

Christie gradated with a BA from Marquette University in 2000 completing a pre-med course of study and a major in history.  Living abroad for a year in Rome, Italy sparked her interest in pursuing this major, additionally increasing her passion for travel.  As a native to Seattle, she loves the outdoors and taking advantage of the various activities Washington State has to offer. 

Kaijson Noilmar
HANC Legacy Project Manager

Kaijson Noilmar joined the HANC team in September of 2009 to direct the expanded Legacy Project. In this role, he provides program operations management and direction to related community education programs to ensure Legacy activities maximize participation of traditionally underserved populations. His responsibilities include integration of Legacy activities into the DAIDS-funded HIV clinical trial networks including research trials, communications, community engagement and policy development for scientifically sound, culturally appropriate, and responsive activities.

Kaijson is an active leader in the Gay Men’s and broader LGBTI Health Movement, member of the Leadership Core of the Gay Men’s Health Agenda, member on the Washington State Governor’s Advisory Council on HIV/AIDS, and Co-Chair of the University of Washington Center’s for AIDS Research Community Action Board. He is the Secretary for the National Black Gay Men’s Advocacy Coalition, Chair of the Leadership Development Committee for the Black Gay Men’s Network, and Director of Community Engagement & Programs for the LGBT Leadership Initiative.

Paige Etter
HANC Laboratory Coordinator

Paige Etter is the HANC Laboratory Project Coordinator and the primary point of contact at HANC for laboratory coordination activities. Paige has a background in laboratory management, math and science education and process improvement. If Paige isn’t at work she's probably at the dance studio.

As Laboratory Project Coordinator, Paige provides administrative and project management support for laboratory working groups. Paige coordinates and facilitates conference calls, meetings, HANC portal activity, and projects, ensuring that working group activities address the objectives and meet the milestones outlined in the Laboratory section of the HANC work plan.

Russell Campbell
HANC Community Partners Coordinator

Russell Campbell joined HANC in early 2008 as the Community Partners Coordinator and serves as the primary point of contact at HANC for community coordination activities. Russell has a unique mix of skills and experience with public health, research and community involvement.

As Community Partners Coordinator, Russell provides administrative and project management support for Community Partners and related working groups.  Russell moderates conference calls, and meetings and is a hub for communications within the CP membership as well as with staff across the Networks and the larger cross-Network community. Russell helps manage CP document development and implementation including work plans, operating procedures, communication plans, training manuals, and best practices guidelines. He facilitates conference calls, meetings and HANC portal activity, ensuring that Community Partners activities address the objectives and meet the milestones outlined in the Community section of the HANC work plan.
